Besides inadequate voltages and currents, resonant frequencies are the toughest issues to fix, if a stepper is skipping pulses, hence a feedback control loop is required to solve the problem.

Steppers are good enough to hold open loop position control under moderate loads and adequate acceleration curves, as long as they are not subject to lose position pulses.

Adding an encoder and closed loop feedback control will make a controller-driver a lot more robust. It will help to track any missed position and compensate for it. You'll be able to work with full torque and full speed span.
