Is the NEMA 23 stepper motor very weak?
I think it is highly likely that you are using a driver module of uncertain specifications.
The motor should produce the rated torque if properly driven.
If the stepper motor driver module you are using has a trim-pot for adjusting the nominal pulse current then you should experiment with this.
Note that most stepper motor drivers will operate over a fairly wide range of voltage. The applied voltage to the system is less important than the nominal current in a pulse.
This is because most stepper motor drivers control the nominal current in the coils of the motor, not the voltage.
This also is especially true of those drivers that can employ micro-stepping.
